Where a partner intends to accept the proposal & has questions, concerns, ideas or suggestions, these are addressed in proposal changes.
Sometimes such changes alter the scope of work & therefore the terms of agreement.
It is up to both parties to agree to any such changes.
Note that some design decisions are typically made in partner meetings as part of campaign phases. These include determinations about specific participants, recruitment, venue arrangements, etc.
